Members of the UEFA Executive Committee confirmed a proposal for the manning of various commissions at their meeting in Romania’s capital Bucharest on Wednesday. Dr. Theo Zwanziger, who had just been voted into the Executive Committee during the Copenhagen session, will now head UEFA’s Legal Committee for the next four years. The DFB-President will also join the Finance Committee and the Committee for Development and Technical Assistance as Vice-Chairman.

“Taking responsibility for important overlapping topics in European football had been my goal in my new function as a member of the Executive Committee”, said Dr. Theo Zwanziger. “I feel grateful for the vote of confidence by my fellow members of the Committee.”

Zero tolerance approach for racism

At its meeting in Bucharest on Tuesday and Wednesday, the committee also agreed that a zero tolerance approach should be taken in terms of Law 5 of the Laws of the Game – allowing match officials to stop, suspend, or abandon the match because of outside interference of any kind. The decision is an answer to various racist incidents that had tarnhished the season in some European countries.

The Executive Committee has agreed to the disciplinary rules being clarified on the basis of the Laws of the Game so as to allow the referee to stop, suspend, or ultimately abandon a match if the behaviour of the crowd means that the dignity of the players can no longer be protected. Concrete measures will be submitted to the Executive Committee for consideration at its meeting in Vilnius in July.

Romania and Italy host U 19 championships in 2011

In regards to the EURO 2012, the Committee also confirmed Gdansk, Poznan, Warsaw and Worclaw as the four official host cities in Poland, and Kiev as a host city for the Ukraine. UEFA reported that “the comprehensive review showed important shortcomings regarding infrastructure in all Ukrainian cities in question. Significant work must be undertaken to meet the minimum requirements for an event the size of a final tournament of the UEFA European Championship.” Further decisions were postponed until November 30.

“The UEFA administration has analyzed the situation of the two host countries with great dilligence and precision, so as to reach a fair and balanced solution. Problems seem to exist as far as infrastructure in the Ukraine is concerned, such as airports or accommodation capacities”, said Dr. Theo Zwanziger in an interview with the German wire service sid.

The Committee also gave the nod for Romania as the host nation for the U 19 European Championships in 2011, and Italy as the host for the under 19 women championships in 2011.
