Current information on the FIFA Football Agent Regulations

FIFA publishes new exam dates

With the circular from 3 July 2024 FIFA published the next two dates on which a FIFA Football Agent Exam will take place.

Accordingly, FIFA has set 20 November 2024 for the fourth examination since the adoption of the FIFA Football Agent Regulations (FFAR) on 16 December 2022. Registration will be possible from 19 August to 4 October exclusively via the FIFA Agent Platform.

From 2025 onwards, only one FIFA Football Agent Exam will take place per year. FIFA has now set 21 May 2025 as the date for the 2025 exam. The registration window is open from 13 January to 28 February.

Important information on transfer period I

At the start of transfer period I of the 2024/2025 season, the DFB has once again informed all clubs by an information letter about the current status regarding the FIFA Football Agent Regulations (FFAR) and the implementation of national regulations.

Accordingly, it should be pointed out once again at this point that the DFB, together with the DFL, has decided not to issue and/or apply any regulations for intermediaries or football agents at present, as the enactment and enforcement of national regulations for football agents in accordance with the requirements of the FFAR cannot be guaranteed with sufficient legal certainty at the current time - against the background of pending court proceedings.

For the upcoming transfer period I, this means that national transactions may continue to be carried out with intermediaries who do not hold a valid FIFA Football Agent Licence.

For international transactions, however, the provisions of the FFAR apply with the restrictions for Germany set out in the decision of the Dortmund Regional Court. This means that such transactions may only be carried out with agents who are in possession of a valid FIFA Football Agent Licence. This was confirmed by FIFA in its circular dated 3 July 2024.

Finally, we would like to remind you once again that the DFB regulations for intermediaries, which required the registration of intermediaries, were repealed with effect from 1 October 2023. This means that no registration for intermediaries or football agent is required for all transactions from this date onwards and, accordingly, no documents need to be sent to the DFB in this regard.
